Are they? I thought only magical folks hiding amongst Muggles took the W.O.M.B.A.T.s. Hmmm - perhaps it would be to detect any latent Magical abilities and get those individuals into Hogwarts where their magic can be nurtured and brought to its highest level of perfection.
