Hippogriffs are swindlers/con artists, generally found in big cities conning the younger "hipster" wizards out of whatever they can before disappearing. The DMLE is offering rewards for the more dangerous ones.

No one, not even Ministry personnel, actually knows where the Ministry Bureau of Apparation is located. When a witch or wizard has the ability to apparate to it, they are given their certification/licence.
