The problem is that the frost level is still deep (nothing soaks in).
Then the rain coupled with the snow melt creates a lot of water.
Third, the runoff causes the river ice to buckle, creating ice jams.
All this adds up to flood.

sometimes not living in a small town that has no river can be a good thing.
