Its quite difficult to know this as the Privet Hedges kept it hidden for who knows how long. (Its called Privet Drive for a reason!). The best estimate is less than ten years (when the hedges were still somewhat sparse in spots) and the day before yesterday (when the Murphy and Applegate kids were playing Hide-n-Seek there and discovered the cat).
