Its difficult to tell since Krum worked at the MoM and so many of those workers were corrupt but not necessarily in line with LV. They didn't exactly wear their allegiances on their sleeves.

No, but it is a bit boring... there are "dragon clubs" in every town, bigger places have multiple clubs.
