Letter delivery uses the same magic as Floo Messages and Apparating. The wizard envisions the intended destination (not the person as they tend to move around too much), says it as they tap the item with their wand, and the item seemingly dissolves then coalesces at the envisioned spot. Duplicate and similar place-names can be problematic, so diction and clarity of intention is very important.
