That kind of depends on what you mean by "haunted". There are no ghosts there, but the Shack itself feels very badly about what happened to Remus Lupin there and beats itself up about it all the time, can't seem to let go of the guilt.

A Billywig is the sort of old-fashioned headgear some of the subjects of the Portraits are depicted wearing. The portrait of the ugly little wizard in the Muggle Prime Minister's office is an excellent example.
