This depends upon how you define "work". Smartphones make fine coasters for pumpkin juice and the like, and are quite helpful when used to block windows open. Laptops make good pucks for Hallway Hockey, Shuffleboard, Curling Stones, and they are nice things to place a cauldron on when it needs to cool down.

Who is in charge of decorating The Great Hall for Christmas?

Inflamari activates a wand's light.

Does Trelawney stay at Hogwarts over the Christmas holidays; if not, where does she spend holidays?

Trelawney stays at Hogwarts ... during the winter break and the summer break, she walks along all the passageways within the castle and reads the 'aura', determining potential future events. She reports this to Dumbledore so that he can help prevent any catastrophes.

How is Christmas celebrated at Hogwarts?

There's a special wing of the castle that only appears during holidays. To find it one needs to try several of the moving staircases until one of them deposits the seeker(s) at the right doorway. Depending on the person, once inside their perfect Christmas unfolds (differently for each).

What do you do with a Christmas Cracker?

I can't say for everyone, but I believe most people crumble them in the turkey soup (made from the leftovers from Xmas Day).

Of course he does! He delivers presents all over World; everywhere!
He and Dumbledore are old friends.
