Because most students don't know how to keep their hands clean ... finger prints, dirt, 'sticky' are all detrimental to the imprinting of magical restricted books. The books may put a curse on the student, or start stalking them, or visit them in their dreams.

What is The Headless Hunt and what is its purpose?

It is very similar to the muggle "Hide & Seek", but magical folk use a 'mock/dummy' head in the shape of someone's head (it changes every year) then hide it. When found, the head sends out a flare and utters a few congratulatory words. The head is hidden within the countryside, and all witches and wizards who wish to partake in the game, do so. One year they used a copy of Snape's head ... only a few participated, and the one who found the head is still recovering at St. Mungos.
