The platform can be accessed by walking straight through the barrier between platforms 9 and 10- BUT, this can be confusing if you’re A. a muggle or B. it’s your first time.

In the Harry Potter story, Harry successfully makes it on to the platform because of the Weasleys- who he luckily just so happens to meet. Before he runs in to them, he’s completely lost.

I tend to agree that someone from Hogwarts to give instructions regarding the school; being magic, and how to access the platform to get to the school. Harry was just lucky enough to get Hagrid (lol) who at times was a bit forgetful.

another oddity is that muggles can also gain access to Diagon Alley ... as indicated with Hermione's parents.

Yes, it seems like at times someone (Dumbledore?) can give Muggles "Permissions" or a pass or something. Its just like Jacob's wand - on some levels its just a stick, but it had enough of a magic vibe that he could get into places just because the regular sensors picked up that something about him was magic enough to allow him in.
