It is extremely probable that various countries have different laws defining blood status. There is no international law that defines blood status. We may see that France and Germany have their own definitions. Statuses might include whether you are a veela or part veela.

From the stuff I'd already had heard of, it comes from JKR. Sometimes its stuff she's said at talks/meetings and on TV-type shows, some is from the books (like Harry being a Half-Blood when he was figuring out the hypocrisy of the DEs following a Half-Blood).

I'd never heard that it could be different in North America (but that was also in the comments section rather than explained where it came from).
