First, I don't think Merlin should be included. He's basically from another story and only mentioned in the books because everyone has heard about King Arthur. There really wasn't anywhere that he did anything significant in the HP-verse. He was just on a chocolate frog card. Had it been Nicholas Flamel, I could probably accepted his being on this list because he was actually was in the story, integral even, but Merlin was only anecdotal.
The Four Founders should have ranked higher; they are the basis of the HP-verse. They created the Room of Requirement, and moving staircases. They collected magic intelligence/info and made more of it.
Dumbledore should probably have had first place. He out-performed Grindelwald and had all sorts of abilities that we only saw hinted at (like he didn't need an Invisibility Cloak to be invisible... and he decidedly knew about time, what the probable outcome of something would be). He was a like a Chess Master and much stronger that Voldemort.
I don't think Voldemort should even be on the list. He, himself, failed to do lots of things that a truly strong magic wielder wouldn't have failed at. At the Battle of Hogwarts attack in DH, he had his minions do most of the heavy lifting. He didn't really "DO" anything except be the General. Part of "wielding magic" is knowing what it will do, but he kept having other wizards block or divert his magic. They explain Lily's protection of Harry being love-based and Voldie not understanding love. The problem with that is that after a lot of years of his suffering from the repercussions of the rebounding, he didn't create his own way to protect himself from stuff like that. A true strongest magic wielder would have created a magical way to keep himself safe that wasn't dependent upon external devices he didn't have control over. Harry prevailed every time they had an actual confrontation. Granted, a lot could be attributed to others' magically interceding for Harry (I'd bet Dumbledore had a hand in making sure Harry got the only other wand with a Fawkes-cored wand because he knew there could be a possibility of such a confrontation). Anyhow, I got no respect for Voldie's power... he was just a bully.
