Its a magical brainbug or earworm (much like the Lama Song or Hamster Dance is for Muggles) thus it is constantly sung, hummed, whistled, or even chanted at Hogwarts. Constantly. If it seems to slow, Peeves belts it out, infecting the nearest portion of the student body. Seriously - constantly.


Why were Harry and Ron having difficulties finding dates for the Yule Ball?
