In your opinion, did wand legislation contribute to, or lead to better control of, goblin riots of the eighteenth century?

It was during the regular Thursday night Gobstones game in The Hogs Head back room, quite a bit of Gillywater had been imbibed, when someone slurred that having an association would be advantageous. The idea snowballed, gaining, more and more grandiosity by the moment. However, the two brothers from Lichtenstein thought all the Brits were far too drunk, could see what was coming (even without a crystal ball) and left before a brawl broke out.
