On Solstices and Equinoxes only, at their exact astronomical moment, a witch or wizard who's prepared the correct Potion (depending upon what the Horcrux has been made from), can pour it through their hat onto that specific Horcrux. If it is then left in the moonlight for a month it should shrivel up and blow away.
