Are there reasons anyone would have to travel far to comply with some governmental/legal detail? How did it all get covered in/before 1950-or-so? (I'm trying to understand why the Provinces are so huge, why they weren't cut into more manageable sized pieces. Do you have something like our "Counties"?)

The provinces will never be split; the bottom half of it supports the very sparsely populated top half through taxes, etc.

If one is to be honored with a medal, they would have to travel to Ottawa for the official ceremony. All official ceremonies are held at Ottawa, generally at Rideau Hall.
