The Wizarding World doesn't need any sort of Salon or Barber Shop because magical peoples' hair and nail details (length, colour, curl, etc.) is genetically predetermined.

It is a magical 'cheering' group that appears (and cheers/claps/hoorahs) whenever a person does something notably very worthy and good.

He goofed during a game and was the 7th man on field, causing the game to be stopped and awarded to the other team.... which also gave the other team that year's cup.
