It depends upon meteorological conditions and time of year. Humidity makes it last three times as long, unless its Winter. Freezing stops the effects immediately. Spring is best for longer usage times, but Summer is a good second choice. Of course there are Warming Charms and Aguamenti, so some artificial adjustments can always be made. More concisely, 47 minutes per teaspoon.
